Preheat the oven to 350F and grease a 9" springform pan with butter.
Whisk the dry ingredients (2 cups flour, 2 1/2 teaspoons baking powder, 1 teaspoon salt, and 1/2 teaspoon cinnamon) in a bowl and set aside.
In a large mixing bowl, add 1/4 cup melted butter, 2 eggs, 1 teaspoon vanilla, 3/4 cup granulated sugar, 1/2 cup milk, and 2 tablespoons of apple cider vinegar. Mix on high for about one minute. Stir in the dry ingredients until just combined.
Add half the batter to the greased pan. Stir the chopped apples into the remaining batter. Add the rest of the batter to the pan and smooth the top.
Make the topping by adding 1/2 cup of brown sugar, 1/4 cup granulated sugar, 1 teaspoon cinnamon, 1/2 teaspoon salt, 1 cup of flour, and 1/2 of melted butter. Mix until it starts to clump, then spread across the batter.
Bake for 40-50 minutes. Check the center with a toothpick to make sure it is fully cooked.
